		<description>Many consumers just don&#039;t understand the means test and why it is in place.  I remember before the code changed, so long as your expenses exceeded your income consumers would file chapter 7 cases, who could easily afford a plan payment with some budget cutting.  The problem I see as a consumer bankruptcy attorney is that many individuals believe they should be able to spend what ever they want and still file, that is just not the case any longer.</description>

I know so many times my client&#039;s just don&#039;t understand why they should not be able to incur expenses that are not allowed to the level they want.  Many consumers say, &quot;I don&#039;t have any disposable income”. The problem is that they really do due to the fact that incurring expenses such as spending $500 on cigarettes and lottery tickets every month just in not going to pass the test.  In fact, I have found the means test is actually a good way to help consumers reduce the bad habits that created their financial problems.</description>
